The federal government actually specifically reserved permission for CARB to California and any other states that wish to follow.
It ain’t the 70s anymore where CARB could mean a dent in horsepower and reliability/maintenance costs. Reliability across all vehicles is incredibly improved. Performance is much better, we’ve got 4 cylinder family cars out performing old school V8s. We’ve also got incredible super cars putting out numbers unbelievable in prior generations. Car prices are largely tracking inflation even though we get so much for it now. A modern subcompact is safer than an old school land yacht. What’s the problem exactly?

But those improvements and drivability, durability and affordability is better, and mostly often separate from, without increasingly stringent emissions and fuel mileage requirements. Higher fuel efficiency vehicles cost more and have more reliability and drivability problems than they would without high fuel mileage designs. For the most part early 1990s was peak technology in terms cost, reliability and drivability.

Yup, but they can refuse to license it. And will, just as they've done for 40 some years.
California wants the fuel standards to lower CO2 emissions. It has NOTHING to do with air quality.
The Obama fuel standards are future loaded. Even then CO2 reductions is really not all that significant.
The problem according to the Democrats is we have 11 years left to deal with CO2 emissions.
Governor Newsome, can TOMORROW reduce the speed limit in California to 55 MPH and immediately, tomorrow reduce CO2 emissions by 30%.....MUCH, MUCH more than the Federal standards.
The good news is that Governor Newsome, does NOT need Trump's permission, he doesn't need the permission of the Legislature.....he has the authority to do it as Governor.......TOMORROW.
It is time for the Democrats to walk the talk on global climate change and quit talking about things out in the future.

I wish antitrust cases were given more severity in the verdicts saying "no", depending on the industry. Now, the USDOJ should have said "Suck it!" to the Comcast purchase of NBCUniversal, the Disney purchase of most of the Fox Empire, and the AT&T purchase of WarnerMedia.
It means nothing leaves the state unless transloaded onto non California compliant vehicles/trains. Increasing the cost of everything leaving California. So much so that no one will buy.
If the California standards meet or exceed another state’s standards, then there’s no problem. That’s how the real world works.
Its strange that CA has such tough emissions standards on cars, but when you look at the SoCal area, there are LOTS of high end, powerful exotics and custom cars driving around, I wonder how they get around all these regulations, after all, who wants a Lamborghini bogged down with emissions equipment?!

You forget that Lamborghinis are built in Europe, which has as high, or higher standards than California. They aren't bogged down.
Besides, the electric cars outperform ICE vehicles anyways.

Imported cars are built to meet US emissions and safety standards not Euro and those classic Ferraris and Lambos and custom car are big time gas guzzlers and polluters. I wouldn't say Euro cars have higher emissions and safety standards just different and sometimes lower.
