I am on the 30/5 plan and now I'm seeing occasional bumps to 55-60 download but still stuck on 6ish upload with a 6121. I was hoping I would get an upload bump as that modem should be capable of it.

It's all over the place right now on various Speedtest servers. 27513, and getting 65-115 down and 15-23 up. I'm on the 300/20 plan. Rebooted SB6183 modem and my router.

Partially. I'm on the 20/2 plan prior to the upgrade. Had been seeing up speeds of 2.5M. I'm now between 10M-12M upload. Download is the same...approx 22M down.

I'm on the TWC "Standard Internet" 15/1 plan in Cary (27511) and I was getting around 17/1 but after power cycling the modem and router last night, I started getting about 60/5. We'll see if it sticks.

Unfortunately that's as good as it gets with a 6121 out of the box. You'll have to do some digging to see if it's possible with TWC's provisioning to get around this.

Since TWC is boosting speeds for free, would they allow customers to downgrade the speed for those that really don't need the newer high speeds and would rather save on their monthly bills?

Sure, although if you're currently on a promo bundle rate or something, you may not save a whole lot depending on what they can move you to with a lower Internet speed tier.

So, they're locking the upload down? Is there really a way around it? I knew I wasn't going to get the full download but assume I would get 10 up. I'll probably not t buy a modem either way and just downgrade until google fiber comes if I can't boost it.
