You ARE aware that California is only one state? The other 49 don't have Proposition 13, and property taxes there DO go up regularly in most areas (unless you're "lucky" enough to be living in Detroit or East St. Louis).
But the LL would also accept a higher income tenant. For instance if a tenant making $6,000/month were to rent the place, the LL would still charge only $1000, not $1800 or $2000 just because the tenant earned $6000.
BZZT! In many areas you will have a difficult time finding a tenant who makes $6000 a month because in those areas people who earn $6000/month own homes.

Shrug. Massachusetts had Proposition 2 1/2 which slashed property taxes and rents went up. Michigan had Proposal A which cut property taxes and rents went up. Landlords raise rents Because They Can.
Proposal A gave homeowners a huge property tax cut even in Detroit.
Yrly income requirements only apply to govt housing, sec 8 and income based housing. You're more than welcome to get off of sec 8 and out of income based housing if you don't like the rules.
Landlords don't have yearly income requirements? Most landlords have income based housing, typically 3x or 4x.

How about that tenant pay the AGREED UPON RENT at the TERMS spelled out in the lease? I guess stealing is OK with you? Because that's what non-payment of rent really is.
How come I've never seen residential rent negotiated? Why is it always dictated as a take-it-or-leave-it proposition?
I'm not a slumlord but I'm at a loss as to what you think the solution is other than moving..... if your situation is truly as awful as you think/say it is - how is moving not the solution? If someone posted things along the same lines in the relationship forum or employment forum, they would get the same advice to move along.
How about Fixing things instead of Dragging it out. Things wear out yet instead of Fixing things they Blame the tenant. What you hope the Next tenant wont Notice Water all over the floor or a Light hanging by the Wires! But then I guess Blame the Tenant use their Deposit to Fix the problems is the way you LL do business
What a crock. Since when doesnt a bank care what your income is when you get a mortgage? Not only do they want your pay stubs, they want your bank statement and your income tax returns.
If LLs are so awful, go buy yourself a place. Then you'll have no one to whine about. Until something needs to be fixed and you'll have to pay for it yourself.
Property rules are rigged to prevent poor people generally from buying themselves a place. Read your local zoning code and tell us how a poor person would buy their own place. The property rules enable landlords by ensuring a pool of people who cannot buy and therefore MUST rent or go homeless (which poses its own legal risks).
Most people Can pay their rent even if they bring home Less that 3x the rent.
How do you manage to get a rental if You don't make enough to pay the mortage?
I do it by browsing CL for cheap rooms for rent. For the past 10 years I have been paying 45-75 percent of my income on rent. Unfortunately, this has tended to result in low-quality living arrangements.
