The issue is no COLA increase, which can have a real difference to very low income recipients and others of us not much or at all. The "stipend" would be spent, no doubt, which puts dollars back in. It doesn't "fix" anything; it's a gesture to balance the situation a bit.

The bill is pretty straight-forward and as of yet, has no amendments, earmarks or other pork attached to it.

It provides a one-time payment to the following beneficiaries:

OASI
OADI
SSI
Railroad Retirement Benefits
Veterans Benefits

There is a clause that bars double-dipping:

(2) NO DOUBLE PAYMENTS.—An individual shall be paid only 1 payment under this section, regardless of whether the individual is entitled to, or eligible for, more than 1 benefit payment described in paragraph (1).
The limitations are here:

(A) IN GENERAL.—Subject to paragraph (4)(C), the Secretary of the Treasury shall disburse a payment equal to the amount described in subsection (e) to each individual who, for any month during the 3-month period ending with the month which ends prior to the month that includes the date of the enactment of this Act, is entitled to a benefit payment described in clause (i), (ii), or (iii) of subparagraph (B), or is eligible for a SSI cash benefit described in subparagraph (C).
The payment amount is here:

(e) Payment amount.—The amount described in this subsection is the amount that is equal to 3.9 percent of the average amount of annual benefits received by an individual entitled to benefits under title II of the Social Security Act (42 U.S.C. 401 et seq.) in calendar year 2015, as determined by the Commissioner of Social Security, rounded to the next lowest multiple of $1.

For example, I would get about $577 for VA Disability.

No COLA increase was warranted for 2016.

The US is teeming with Economic Opportunity.

It isn't my fault there are people who have no desire to take advantage of the plethora of opportunities.

The fact that they willingly chose not to participate in myriad opportunities available to them is not a reason to shower them with money taken from other people.

Everyone knows they will retire one day. It's up to them to determine the circumstances of their retirement. If they choose to "live for the day," instead of saving for retirement, then that is their business, but again, it is not a reason to shower them with money taken from other people who acted responsibly.

This gimmick by Warren will not resolve any short or long term problems.

My guess is that it will die in committee like most other feel good bills.

Me too. If Congress was willing to give recipients a 3.9% bonus, then there would be a 3.9% COLA for 2016.

I remember a time, not so long ago, when a Republican Prez gave out $300 and $600 tax rebates. I guess he was a socialist, too.

Didn't something like this happen several years back? Congress in light of nil to no COLA increases gave out lump sum payments to SS recipients?

Problem one sees this time around is there is plenty of pain going around economically. You have employees getting nil to little in terms of wage increases; yet Senator Warren wants to give those already getting a steady check more.

Yes, there wasn't a COLA increase this year nor much of one if any the past few IIRC because of low inflation. However during periods high inflation person saw their checks grow in response to generous COLA increases.

Point am making is things are tough all over, I for one certainly wouldn't turn my nose up at a check for $500 to $700.
