I'm not oppose to a casino downtown, I think it should be the very last piece. 10k more residents, shopping district, entertainment district, MMPT, renovate Philips arena, Underground redevelopment, GSU fully expanded, and then I'll entertain the place of a casino. Let's not put the cart before the horse here.
To the suburbs? No they did not.If anything we gained several new entertainment districts.
Edgewood Ave
East Atlanta Village both were not active areas back then before the clubs got pushed out more like across the street to East Andrews.
West Midtown also is developing nicely as well.

There are several areas that could serve as a 24 hour entertainment district NOLA is no more equipted than Atlanta.
If GSU does not get that area vacted by Tuner Feild, that area could be redeveloped.Easy access to the interstates.
Even the area around the new Falcons stadium could work when the tear down the old Dome.

I doubt the residents of Summerhill want a 24/7 party district near them, They have already had to deal with a stadium and 55 acres of parking lots for 50 years.

Why does Atlanta need a party district? Do we feel like we have to compete with lesser cities than us; NOLA, Memphis, Savannah?

A Good Way to Wreck a Local Economy: Build Casinos - The Atlantic

This should be a read to those pushing the casino bandwagon, at least educate yourselves on the outcomes and possibilities.

Personally I don't like it, but everyone should at least read the other side, it wouldn't be a Vegas style casino, it would be like any other regional one and when one comes, more want in.

Great read. Bingo, there it is. CAP isn't as stupid as some of the state legislators we have in the Gold Dome.

I would love to see a casino somewhere in the state. I've seen mulitple positive examples of Native American casinos in Minnesota, for example, including the Mystic Lake Casino near Shakopee. MN has 20 of them:

Minnesota Casino Guide | Reviews of all 20 Casinos in MN

and I visit Grand Casino Milles Lacs once a year mainly for the buffet.

Of course, an MGM sponsored casino might be a very different beast. I admit I don't have a clue in that regard.
