No. A pastor, especially, is to call people to repentance--not encourage them in their sin. That includes homosexuality, as well as other sins, like adultery, drunkenness, etc. I'm sure this idea will have people howling.

Britain has already made it illegal, you say those things in the street and off to jail you go. The mayor of Houston demanded churches to send them a draft of their sermons so they could be edited or banned from speaking. They would really like to put regulations on what preachers preach.

Also, it's Not being homosexual that is the sin, but the immoral practice of fornication ( porneia ) that is the sin.
Jesus says that if you even think about it you have committed porneia with your mind. But we should probably ignore ourselves and focus on how horrid the gay thoughts of these children are, and how completely their own fault they are (this way we don't have to work on any of our shortcomings first, right Vizio?).
