Im not an incredibly huge Phoenix fan... but I do not care for any city in Ohio whatsoever. And Tempe is in the heart of Phoenix which has way more appeal to me.

West Chester, PA or Frederick, MD?
Frederick. I prefer Maryland. Springfield MO or Wichita KS?
Witchita KS. I prefer bigger cities, and am not too fond of Missouri.
Biloxi, MS, or Valdosta, GA
Biloxi. Neither are too appealing to me due to their summer climates and lack of winter (I like a little snow!), but at least I'm not too far from New Orleans for work/play/getting away. The beaches are another plus, and although I'd have no problem with hurricane insurance, even though I'd be making a bigger gamble with real estate there than I would playing at one of their casinos, so I'd definitely try to time my tenure until I feel that the "big one" may be coming. I drove through Valdosta a decade ago, and its just your typical slow-paced vanilla & chocolate small town Deep South that's too dependent on agribusiness and farming, and way too far from a large city.

This is tough, since neither city would exactly be high on my places to live in. I guess I'd pick Biloxi, since you are near the Gulf Coast, and near other interesting towns and cities for easy short driving trips to other places. I.e. Ocean Springs, Bay St. Louis, Dauphin Island (AL), to name a few being very close. Not too much further away would be i.e. New Orleans, Hattiesburg, Mobile, etc. Valdosta on the other hand seems a little isolated, even if you aren't too far from i.e. Tallahassee, Jacksonville, and a little further away Savannah.
For the more recent one I missed, Whitemarsh Township. I see its near Morrison Arboretum, the town of Conshohawken (sp?), and parks along Wissahockon Creek.
Redding, CA, or Yakima, WA?

Both are near some magnificent natural scenery,
but Redding is said to have long, blazing-hot summers.
So I'd choose Yakima.
Logan UT or Sedona AZ?
Never been to either and both states are ones that I have little experience with. After some Google Streetviewing I think I would go with Logan, Utah. Sedona didn't seem to have much of a cohesive downtown or anything, just a collection of chains on a "main street". The views from downtown Sedona seemed nicer than downtown Logan, but I know that Utah won't shortchange you when it comes to views and things to see. So for this, I choose Logan.
Fort Lauderdale FL - I have many relatives in Florida - It would nice to see them.
Bellmore NY or Bellmar NJ??
