Define best. Atlanta (actually Tennessee) invented Crunk & Houston invented Chopped & Screwed. The Geto Boys have been doin' their thang in H-town since the late 80's...that's more than can be said for ATL.

Outkast is the only group that's come out of Atlanta that I ever really liked. Ludacris doesn't count since he hails from Chi-town.

Aside from Andre 3000, I haven't heard of any other Atlanta based hip hop artists, even though there probably are plenty more.

I guess the same can be said from your side about Houston, with the exception of Chamillionaire. I think.

*Not really into Hip Hop, so I might be a little off in my information in the post*

If Luda counts as Chicago which he doesn't rep at all, than kanye counts as Atlanta. As far as Crunk music goes maybe it did started Tennessee but Atlanta was definitely a part of the movement it was already popular across the southeast by the early 90s. The term Crunk it self, is a Atlanta slang term.

I wouldn't say Atlanta is the best but one of the best. You know what's funny because so many rappers come from Atlanta people who hate like to put all Artist in a box, lets say people don’t like D4L snap music and don’t like BME crunk music, most artist part of Grand Hustle, Dungeon family, DTP are lyrist LMAO.

As far as history goes The Screwed Up Click and Rap-a-Lot, dosen't match up to So So Def and the Dungeon family. As far as recent artists goes Houston has nothing like B.o.B, Stat quo and etc.

As far as hip hop..
Atlanta reigns in terms of volume and exposure.
Houston rules when it comes to quality.

Houston is not just as bad; if anyone is on the level of Atlanta it is Dallas. Both release tons of crap music. Houston isn't even releasing nowhere near as much music as Atlanta is anyway.

half of so so def is r&b, so they hardly count to me. and along with dungeon family, both labels have enjoyed more mainstream success, but that doesn't mean they've had better artists

and B.o.b. is decent. artistically, yeah he's bringing something new to the table. but lyrically, he still leaves a little to be desired

and houston has nothing like them? i guarantee you there's an underground artist bubbling somewhere under the surface in h-town that's doing something similar.
