Can Ukrainians aborad vote in say, Poland? Maybe the Kiev Junta won't want them to either.

They can even vote in the USA at the consulate in San Francisco. I know one who did in 2014. Russians could too before the place got shut down. Pain in the you know what for getting visas to Russia now.

You still apply for a visa the same way as you did before the consulate shut down, except now you must mail it to the ILS office instead of being able to drop/pick up in person.
