I think that the most distinctive plate is the one for the Yukon Territory, in Canada. It is in the shape of a Polar Bear, not a rectangle.
And the Canadian Forces vehicles have a id plate that simply reads "Canada `with a numeral designation. Not many of those on the road in the USA, unless it`s a CF convoy, going to a US base, like Fort Hood, for a seasonal training exercise.
A really long drive. from Canadian Forces Base Wainright, Alberta, to Texas, in a two and a half ton truck, towing a 105 mm artillery piece, at 55 mph. Of course, having an artillery piece behind the truck does cut down on tail gaters, on the Interstate. ( grin ) . A total of 35 trucks and artillery pieces, all in a three mile long convoy.
At EVERY rest stop, in the US, we had to explain that we were Canadian soldiers, and we were not invading, just coming for a few weeks of training, with our own Regimental guns, and yes we really do have an Army in Canada.
I've frequently seen out of state plates from more than a block away, anything much farther that that I can't really be sure if it's out of state or one of those in-state, special plates.
For U.S plates Alaska & Hawaii. As for global I've seen France, Germany, Japan, of course Mexico, Canada and a few from South America here in central Texas.
A few from S. America & more from Central America. One from Quito, Ecuador and they drove up here to AZ. But that was before the druggies in Mexico were shooting up the joint. Too bad we in the US can't drive down to Rio and well, anywhere south of the border. Oh - you CAN drive there.. your choice !
When I was a kid I thought that by (long ago !) it would be easy to hit the freeway down to S. America.. ha.
Once I saw California plates on a rather non-touristic Island in Greece (at least for non-Greeks). That one definitely caught me by surprise and beats anything else I've seen.
I've seen all 50 state plates in Maryland including various Canadian plates. Here in TN I've seen a Mexico plate. When I lived in Europe I saw most the EU plates as well.
I was driving around with plates from Scotland for about 6 months (in Oregon) so a bunch of people got to see those plates. That's pretty far.
