The de Blasio administration announced Wednesday that it will no longer require credit checks for those applying to the city's affordable housing lottery, among other changes that will go into effect immediately — answering calls from housing advocates who've pushed for years for a more inclusive policy.Aug 21, 2019

Credit checks are no longer the ONLY way a tenant can show creditworthiness, but they remain the easiest way, so long as your credit isn't in ruins.

It doesn't look to me like it'll be ready for move-in in 3 weeks, but I'm not an expert. Also, there's clearly some construction you can do with tenants in place.
