I said if they want or need black applicants its up to them to find them. Since the Police Chief said he's looking for them, I assume he feels he needs them.
No, it's not up to them to go to the ends of the earth to find black applicants. If no qualified applicants exist in the community (where 6% of the people even bother to vote), then it's the community that needs to be addressed - not the police dept.

You're making a lot of assumptions.
For all we know, the Ferguson police force is a closed good old boys club. Lets not pretend they don't still exist in small towns across the country. Maybe the locals aren't interested in suing their way into a job. Most people aren't.

Sorry I missed this part of the discussion earlier. Police officers in Missouri must be POST certified through completion of academy before being hired. You cannot just recruit anyone, and obviously you cannot recruit anyone from outside the state of Missouri. A few of the very large departments run their own academy and pay recruits to go through it, but Ferguson is nowhere close to that scope.
Taper off the entitlements while at the same time instituting a policy of accountability (mandatory drug testing to receive welfare and other benefits, no benefits for households that receive misdemeanor or felony convictions while on benefits, etc).
Create job training programs and life skills programs that are mandatory attendance to receive benefits. Job placement assistance upon certification completion, and benefits end there.
Things like that, things that would break the cycle of entitlement while at the same time fostering personal responsibility in the community.

The actual investigative report is being filed by the investigating agency, St Louis County, and is report 14-43984 (or 2014-43984). Again, also widely published. Both report numbers were in the robbery report.
