You're absolutely right. Biden had NO POWER to withhold funds. That's also one of my points. If Biden can't make the decision, it can't be corruption on the part of Biden.

Meh, that wouldn't be surprising. Typical to not release anything official until the investigation is complete. Now, leaks on the other hand.... But, Mueller's team was VERY good about not leaking, so maybe that's the "new normal"?

It seems to me every day there was a leak. Not always true ones though.
