What are they going to re-zone the property has already been zoned
Because it's a self governing district, Disney gets to pick how their property is zoned. They obviously chose the configuration where they'd pay the least tax possible. And any debt that is transferred to the county will be paid for by increasing municipal service taxing units on Disney, and cutting into their revenue even more.

Maybe because your definition of a liberal is anyone who doesn't agree with Far Rights ideology and worship fearless leader in exile. That's a nice dream but the counties they are in have already zoned and been collecting the taxes for quite a few decades. You can't rezone land for development that can never be developed because it is not accessible to the public market.
Try reading Florida Statues 125.0101
" Such services shall be funded as agreed upon between the county and the municipality or special district. This section shall not be construed to authorize the county to impose any service charge or special assessment or to levy any tax within the municipality or special district, nor shall this section be construed to authorize the creation of a municipal service taxing unit within such area.."
You would do well to go read Florida Statute Ssection 125.01. Municipal Service Taxing Units (MSTU) cannot be created without the consent of the landowners effected. If Reedy Creek goes away, Orange and Osceola counties cannot put in an MTSU unless Disney approves.
Please cite the specific paragraph that requires approval of landowners. (Don't say 3y). You're a fool if you think a county is required to provide services and it is purely at the whim of those receiving the services if they wish to pay for them or not. No MSTU, no services.
Yes, it will. The County Govt. will have to enlarge to handle the work being done by Disney. Taxes will have to go up to support all the new employees. All infrastructure will now become the problem for the county.

They are zoned according to a special district that will cease to exist in 2023. Once it ceases to exist, the county will re-zone Disney.
Umm, that's because these tax incentives aren't for Disney. They are for ANY corporation that meets the requirements.
I'm starting to think that you don't like DeSantis.
