I'd be more interested in seeing trends in hospitalizations. If they test more people of course cases are going to go up. That's what I don't quite get about that metric they are looking at to reopen; the number of new cases going down.

Most people with coronavirus don't get that sick or sick at all.

Time will tell but I highly doubt this is entirely based upon additional testing. There's a reason why the CDC has dramatically revised their death toll projections up following state re-openings.

Yeah the CDC, the same agency that told us not to wear masks and that it will make it worse then did a 180 a month or so later and told us to wear masks. Maybe the projections will dramatically go down next month....

The same CDC that also has dropped the number of deaths dramatically? The same CDC who basically agreed with the WHO saying this virus was nothing to worry about? In conclusion, no one really knows what the hell they are doing.

If it's spreading so easily, why are "open" states like Georgia and Tennessee seeing smaller increases in cases than California when they've tested the same share of their population?

1 - Because there's a lag time between when one is exposed and when they exhibit symptoms. Look at how folks in New Orleans were exposed during Mardi Gras (Feb) and the spike didn't occur until Mid/Late March.
2 - Because most folks are too afraid to venture out. Even in states that are open, fortunately most people still use common sense
3 - Because even in CA, there have been a lot of people who have NOT used common sense. You only need to look at LA where you saw crowded beaches and house parties and what do you know, you see a spike in cases

Nope, "most folks" aren't too afraid to venture out (outside of a couple of big cities in CA and several other states).
Most assuredly not in GA in TN.
I'm been all over the country during covid-flu fake-o-demic, and most people don't give a rat's tail about this, and do venture out and don't even wear masks. They figured out early on they're being duped, over flu-level mortality respiratory disease.
In most states people aren't scared sheltered wallflowers, basically.
