I don't know, but Bedford-Stuyvesant, Brownsville, Flatbush, etc. have very high percentages of Black folks. There has been some gentrification in and around those neighborhoods though.
On the other hand, parts of the South Side of Chicago actually has some mixed neighborhoods, if I'm not mistaken. So, it varies even there.
There are literally no African Americans in Flatbush if you're going to use that to compare to south side Chicago. 90 percent of the black folks in Flatbush are from some island. Haiti being the majority of the neighborhood.

It does say Black people in the OP, not specifically African Americans.
There's also SE Queens, which also has a diverse range of Black folks depending on/within the neighborhoods there.
New York has a lot of black people yes but New York is too much of a melting pot outside of Harlem. In the early and mid 20th century id agree with you but New Yorkers as a whole have kinda become all mixed together. If you want a black population in a large city that sticks out with culture(positively) your answer is Chicago, Washington, and Philadelphia. Atlanta is constantly rising but I do not believe in pure culture it will be the same as those 3 due to the extreme southern culture. That's just me though

What does this mean exactly? I don't see anything that sets these cities apart from Atlanta in terms positive black culture and black culture in general. Atlanta's black culture is just as define as any of these cities. Is extreme southern culture not positive?
If NY would've been the home of BET It might've been NY, but I doubt it, as the city is really known for its Italian, Jewish and immigrant communities.

The image and culture of those three cities has been shaped by migration of black people there. Atlanta's culture and image is shaped more by southerness(not a word) as a whole both black, white, and everything else.

Since when? Chicago, DC, and Philadelphia all have reputations outside of their black populations.

White people outnumber Blacks in DC/Philly and Chicago, all the same. Most of the Black culture in those cities, was imported from down South also. So...
