If you want a black population in a large city that sticks out with culture(positively) your answer is Chicago, Washington, and Philadelphia. Atlanta is constantly rising but I do not believe in pure culture it will be the same as those 3 due to the extreme southern culture. That's just me though

Harlem is a melting pot on it's own when it comes to being black.

If NY would've been the home of BET It might've been NY, but I doubt it, as the city is really known for its Italian, Jewish and immigrant communities.

NYC is known for much more then Italian and Jewish.

I don't know if I would say that Chicago "produced" the first Black president.

The largest black area in NYC has the city's largest parade every labor day [no, the St. Patrick's Day parade isn't the largest. Last year's photos look festive. The Mayoral candidates all attended, too.
