Mr RYU that video of the kid confronted by the officer, some thing similar happened to me when I was 13 or 1 4 while walking home alone from school. I lived in the Fordham Tremont area and was a what ever the cop felt the area produced. He treated me as a criminal to be mistreated because I lived in the crap neighborhood. This is I guess behind my argument about the perception we hold about a community. I respect cops but know some of them, like everybody else, there are good and bad. I don't slander all cops for the actions of bad cops.

Sadly, patrolling a bad area requires a cop to always keep his/her guard up and be on high alert.

Ive said it before and ill say it again. Arrests mean nothing!!! You can be arrested for anything because a cop feels like arresting you. Remember the BS days when cops were arresting people for just hanging around or giving summons for just sitting on a milk crate.
Come back to the table when you can say he was charged or convicted.

The theory is that by allowing small crimes to happen it creates a lawless atmosphere that emboldens low level criminals to try bigger crimes. But if they do something minor, and get slapped down for it, they don't step up.
It also gets low level criminals on the LE radar. This became more important as technology got better. Around the same time as Giuliani and Bratton were reforming LE in NYC, things like computerized fingerprint databases were starting to become prevalent. Early in the broken windows era there was a murder. Very random, no witnesses IIRC, but they did get fingerprints. They were able match the fingerprints to someone who had be arrested and run through the system for turnstile jumping not long before. Since he was in the database, it was a quick, easy arrest. Now with DNA and ubiquitous CCTV surveillance combined with facial recognition, it's even more important to have the criminal class in the database.
