It is a reference to a non-hispanic person, so you could call a black person gringa too, although usually it is a reference to white woman, and does not have much to do with english because germand, french etc would fall in the same category.

From the sounds of it she was born here., and she is not complaining about being here? Her only concern seems to be the distance between her and her parents.

Maybe to you, and Mexicans, but only because in Mexico a white person is synonymous with American. If a white person is seen in latin america, they are labeled gringos, without anyone knowing their actual nationality. Down in Panama and Costa Rica there are whole towns full of American and European retirees, and they are all 'gringos'.

I grew up in arizona. Gringo and gringa were and are perjoritives.
