a president can take military action, move military to any part of the world he pleases WITHOUT COngressional consent as he is commander in chief of the miltary.

President Clinton bombed serbia, President Reagan bombed Libya, President Clinton sent troops to somalia,

this was all done WITHOUT congressional approval,

the president needs congress if he wants to DECLARE WAR, NOT for small military actions. and if he wants a military action to last longer than six months THEN the congress needs to OK it.

It was actually Bush sr who sent the troops into Somalia in Dec 1992. Clinton wasn't in office until the following month.

Nice how the Bush boys leave a rat's nest for the incoming president to deal with.

Too cool...looks like a host of folks have beat us to this debate, so much so that there's even a poll on peoples' interpretation of the constitution on it.

Yeah, any cursory search engine use brings up countless websites with either of the interpretations.

It isn't the Militia that is controlled by him "when called into service by the US," but the sentence, OF COURSE has to start, and end by talking about Him, the president...and it does, and it is saying that the president is the commander in Chief

"when called into service by the US." In other words...

when and only when war is declared.

You can argue details. I can continue to rightly argue "in principle."

Our military has a chain of command. I'll leave it to you to claim that you are describing it perfectly. I, as a military wife and mom don't need to describe it. I, if and when I have an issue to go FRG or a chaplain, and things get passed up that chain.

The president is only commander in Chief "LEGALLY" once he is called up to service by our military being called up for service...both, Actively.

FYI - I could easily go vote on that poll 15 times in a row. It means nothing.
