This shooting is a direct result of the Trump effect. Trump is as guilty in El Paso as the actual shooter.
If Trump keeps up with his racial rhetoric we will continue to see these slaughters of innocent people. Trump has the capacity of firing up disturbed people and pushing them to commit these acts. Be aware that Trump may also fire up an entire white supremacist group who could attack a soft target in numbers.
Would you people please get off the blame Trump nonsense? It's getting old and repetitious. We get it you hate Trump with a passion and will find anything to pin on him. These shootings have taken place well before Trump was elected president and under both Republican and Democrat administrations.

The Obama administration endured 24 mass shootings — more than the three preceding administrations combined. More than any previous administration, Obama and his cabinet appeared to have a playbook for responding to shootings, and they usually commented on or issued statements about them.
I won't go so far as to rip it apart, but one thing you mentioned would go against the 2nd, as the amendment is interpreted, that being the insurance of firearms.
That is what could be called an infringement, and firearms according to the 2nd are supposed to be a right, that can not be infringed upon.
Some of your ideas have merit, but the insurance one just won't fly.

SCOTUS is the law of the land. It say's reasonable restrictions are constitutional. If the shall not be infringed is taken literally, then having to pay for the AR15 or AK is an infringement on the second amendment just like purchasing gun liability insurance would be.
You can bet that insurance companies would set up their actuary tables for screening gun owners if they had to insure their liability.
Washington Examiner reported there was a second shooter shot and killed by police. There is a reason the shooters went to the Walmart in El Paso instead of the closer one in Allen TX. Law enforcement had told another WalMart in Socorro to close as well. Sounds like they got info that Walmart would be a target but didn't know which one.
Also heard the El Paso shooter had been registered Democrat but, strangely, that info was just changed to Republican. Not too fishy, hmm?
I'm not a subscriber to the Examiner newspaper so couldn't do a search for the article. Saw it posted on this news aggregator website. It starts about four minutes in after the Steve Bannon feature.

The poor kid (shooter) ....he lived in a McMansion in a high class neighborhood in TX with a swimming pool, jogging trails and wealthy neighbors. It must have been so hard sitting in the A/C and causing the internet and watching the Big Screen TV....that he just flipped out.
Nothing at all in his life that would inform this...well, except the gun culture and stuff like infowars and right wing news and web sites...and Trump and all the rest.
At that age one is not mature enough to know that people lie for $$$...and also not smart enough to turn the channel and know how to direct their energy.
At the same time it would not surprise me to hear that some of his family or relatives talk a certain way. We'll see......what the real "mental illness" here is.

There is no political agenda for denying people gasoline, that’s why.
So you will hear endless references to “assault like” weapons, and photographs of “scary looking” guns and the inference that guns are dangerous, and by denying access to them, the sheeple will be safer. It’s partly true, those who commit crimes will feel far safer with a disarmed populace.
But the real reason is that an armed population fears no government, whereas a disarmed population fears all government. Guess which one is the goal?
Yes, this is the mentality in "prepperland". the government wants to disarm you so it has 21 year olds get guns and shoot up walmarts. Anyone knows a real 21 year old bent on killing multiple people would be using a 'gasoline" bomb.
