It's a suggestion.

I am a regular at my favorite locally owned place, I can get a table even when they are sold out, they have also gotten me into their sister restaurant at the last minute when they were also sold out.

Tipping, (which did NOT actually originate as an acronym for insuring prompt service) is OPTIONAL for customers. But then again, so is washing your hands after going #2. So it's really a question of how we want to be.

Good comparison, although you should wash hands anytime you go to the bathroom, regardless of which side it comes out.

which essentially means tipping is optional.
Plus I think it is more important to learn not to **** on your hand than to washing hands after.
