I think Trudeau just does not like being told want to do. If no one pressured him to open up, the border would have been opened up to fully vaccinated Americans by now. Its a one person show.

To be honest, I think it was all about Trump’s ego. If Canada shut its border, and the US did nothing in return, Trump might have perceived that he would look weak. Trump would consider insisting on a monthly review a “win”. Trudeau was content to give Trump that win illusion. That’s my take anyway. Now with the vaccinations, a monthly review is beginning to make sense but I very much doubt the border will be open before August at the earliest. September is more likely.
I think so too. I also think it was to give Canadians a bit of false hope.
Really, why don't they just shut down the border for another six months?
Last year I asked the same question. Somewhere I read that apparently it is some longstanding agreement that prohibits both sides from shutting the border for more than one month at a time. It's just like the Lower 48 to Alaska loophole and all the other unique matters that comes with this pandemic that I am sure politicians can amend if they had the will to do it if only they can work together. That is asking a lot these days unfortunately.
Agreements are temporary. Agreements are made to be broken under exigent / extenuating circumstances. I'm pretty sure a pandemic qualifies as exigent / extenuating circumstances.

I think you timeline is the most likely, however unlike some of my friends, I haven't planned anything except a trip to Salt Spring Island.
BC on Tuesday is opening up more...Premier hinted that restaurants will have indoor dining again, among other changes. Will know more Tuesday.
One thing that might deter some Americans but not all from wanting to visit Canada after the border reopens is the rising Canadian dollar. However a strong Loonie and weak Greenback might entice more Canadians to flock over the border to do shopping.
This evening there are only 3 empty ICU beds in all of Manitoba and not enough skilled nursing staff for those that are filled. It will get worse.
