I choose Washington (State) over Washington (District of Columbia). Seattlites are more down-to-earth than Official Washingtonians, who ruin it for DC, to boot.

Haven't seen either one, but have to go with sticky summers over frigid winters... plus, there'd be the Louisiana cuisine to try!
Corvallis, Oregon or Bellingham, Washington? (two NW college towns, one on a river, one on a bay).
Dubuque... It's the smaller city but appears to have much going on for it economically and culturally. 1.5 hours or less from Madison, Iowa City, and the Quad Cities while just over 3 hours from Chicago.
