A country stopping ships entering and exiting their ports is normal. A country interfering with the shipping of another is piracy to me. We all know what happened to the Somalis and they were better equipped than the Ukrainian junta is. Probably better fed too.

If its coming from their own territory, they can check ships all they want. That isn't piracy
