Grega, that's because all the foreign banking reps/liasons were residing in Moscow on the verge of the collapse of the USSR, and the very same people were building the "future economy" and making their "initial capital" there, while stashing their money away on foreign accounts.

And that's how Moscow became "a country within the country."

And that's the reason why it's hated by the rest of Russia.

Yeah I kinda understood that, but still kinda disappointing/depressing when you see it on paper. Is there any serious talk about decentralizing Moscows economic and political grip? Any talk about incentivizing companies to move to other cities or moving certain branches/departments of government into other cities? For instance I think the Supreme Court is moving to St. Petersburg?
