Not one that can be used for personal defense without killing many many innocent people.

Not possible to kill as many with a knife as with a assault rifle with extended clip. To kill with knives you have to get up close and personal.... with a gun you just stand back and squeeze the trigger.
I come from a Country where there is strong gun control and very very very few are fraid of being killed by a gun and the police keep control without guns..... Here, if a car slows down beside you there is always that feeling a gun could open fire....... bit like Beirut.

What can you do? America has everything a person needs to resolve their income issues. We are a free nation (well, becoming less and less so these days) and so you are limited in what you can do. We already spend enormous amounts of money providing not only directly, but giving opportunities to those who are poor. In some cases, a person born into extreme poverty has more opportunities than that of someone born in a family who maybe not "poor", but only has enough to meet a very limited lifestyle (ie not poor enough to get government aid, not rich enough to easily cover the cost of school, training, etc...).

So what else can we do that does not strip people of their freedoms and dictate to them their lifestyle, income, etc...?

There is a time when you have to accept that the world isn't a 100% safe and that not everyone is going to choose to achieve, to respect others, or "be nice". What you do is accept that, and live your life with the knowledge that some may infringe on you and because of such, you should take the steps you feel comfortable with in preparing for such an occurrence. You aren't guaranteed that bad things won't happen to you, but you can at least mitigate the outcome through preparedness.

Now if your solution is to take away freedoms to achieve your goal, then you need to look back through history concerning such practices and pay attention to all of the negatives that come with those.

Our systems initial design is really the best option.

There are maybe some things we can do, but as has been stated over and over. It will not make you safe, it will not guarantee this from ever happening. It is unreasonable to expect such. You will go insane trying to achieve it.
