In order for a deal to be made, everyone has to benefit. California needs water, so by joining Canada, California benefits.
I don't yet see how Canada benefits by gaining California. First, there's the problem of all the movie stars who think that because they can act, they can speak to world issues. Take that Leonardo di Caprio guy, for instance. There was a Chinook wind one day while he was filming in Alberta, and since that day he's been running around claiming that he witnessed global warming first hand. He's a stupid man who knows nothing about climate, has never heard of a Chinook wind, and is a self-appointed spokesperson on climate change. If ignorant people like that would leave California, the state might look at bit more attractive.
Unfortunately, being on a fault line means West coast USA is off the table as a pipeline route.
How would Canada benefit by gaining the US West coast?

I work in high tech and entrepreneurialism in Canada. The Canadian system of funding entrepreneurs is terrible. Canadian venture capital is extremely conservative, and essentially requires a profitable late-stage company for them to even consider getting involved. Entrepreneurs waste thousands of hours applying for small grants just to keep going.
California gets entrepreneurship. They have vast networks and systems in place to make sure that founders with solid business models can get what they need quickly.
Canada has a jobs problem and an innovation problem. Having free access to California would be a game-changer for thousands of Canadian companies.
Not to mention, bringing on California and New York alone would nearly triple Canada's GDP.
Prices would come down on thousands of products as the market size tripled.
Health care costs would come down, outcomes would rise for everyone in Canada as the system got bigger and more solvent due to the power of economies of scale.
The states would be subject to Canada's tax system, making those powerhouse economies engines for development all over Canada.
There would be lots and lots of benefits to Canada.

Canada has a population of 36 million. The breakaway states on your map have a population of about 88 million. Those states would have voting control and Canada would lose its independence and identity.
There is no reason the breakaway states couldn't form their own country.
Not to mention, bringing on California and New York alone would nearly triple Canada's GDP.

People travel from all over the world to spend summers on Vancouver Island and other places in B.C.
It's not summer Canadians like to escape from but winters, which we can already do.

That's a lie!! We are not taught that Canada is socialist or communist at any level of our education.
They didn't say that it was taught in school. All one has to do is go to many threads on CD where some Americans throw around the word " socialist " without really understanding what it means.
I myself have encountered people in real life who have told me that Canada is socialist. All because of our healthcare insurance coverage.
These people aren't bright or intelligent, but there are millions of them out there.
I think the consensus has most Canadians saying no. Whether it's loss of sovereignty, political or practical reasons.
The " benefits " offered don't seem worth the loss of a country, and it will mean, the loss of a country.
Saturno's comment that Canada has problems too, is moot. All countries have problems, and I'd wager as bad as Canadians see some of current ones, they are NOTHING in comparison to what others are facing or going through. His argument that things are fine in the US with Trump, haven't been tested yet. Time will tell. Give it a year and we'll actually have an answer.
However we all know this scenario of states leaving the US, will never happen anyway.
