It’s very possible that the building is still not complete? It’s also possible that they want to make sure they can provide new tenants with a system of being able to see their future apartment and submit the final paperwork such as lease and fees? Think positive and patience...

Yes, you have a valid point! I think I read somewhere on the thread that they don't have a Certificate of Occupancy for the building yet, so I know a wait is unavoidable. It would be great to see the unit in person but only if it's safe to do so! Yes, putting positive thoughts into the universe for a high floor and good view lol Working on the patience part, I have too much free time to think about it since we're all at home lol

I 100% feel you on this. I have been researching and looking up videos about this nerve wrecking process! But what is ours will be ours. I am just praying that if we get approved that the building is filled with neighbors that are respectful and kind

Absolutely! if it is for us, then it's ours, nothing can change that! we just have to be patient. I've been through the process a couple of times and it's been a different experience each time. Sometimes it's fast, sometimes it drags out. Hopefully we'll all know our status by this summer, a good time to move! Ditto on the neighbors! I'm very mindful of my neighbors and don't keep up noise late at night, i do clean to music on the weekends lol but it's in the day time. Fingers crossed we get good neighbors!

Have you been approved for other buildings before?

Yes, I was approved for a brand new building back in 2006. It was in the bronx, but I loved my apartment, the commute was too much for me so I got an apartment in harlem via a broker. Stayed there for a little bit until I got the apartment I'm in now which was via a lottery back in 2016. In between my current apartment and the one i got through a broker, I went through the process for another building but didn't know it was a walk up. Of course the apartment they showed me was on the top floor i shop and do laundry in bulk so no elevator was a deal breaker for me, i turned it down lol so this will be my 3rd lottery apartment

Amazing so you know this process well. I have one question maybe you have an answer let me try my luck .. if income changes when it comes to recertifications and you fall within a different ami would they adjust the rent?

So for the apartments that I have won, these lottery units were rent stabilized and guided by the increases that the rent guidelines board vote on and approve every year. Once you're in, you're in! There's no annual re-certification where you have to submit pay stubs and tax returns. You just simply renew your lease for 1 or 2 years. Last year they voted that rents will be increased by 1.5% on 1 year renewals and 2.5% on 2 year renewals. So you're good as long as you're still able to pay the rent. If your income increases that is fine, they won't adjust the rent based on your income but rather on the approved rent increases that the guidelines board pass. So this is based on my experience. Obviously rules and regulations on this will vary from building to building, so the best way to answer this question is for you to ask your housing specialist who is handling your file for the development.

The exception to this rule, though, applies to the project based section 8 units that this building is offering, I believe there's 8 apartments under this program where the tenant pays 30% of their annual income. These tenants will have to re-certify every year. If their income goes up, they won't be kicked out, but their monthly rent will increase because that 30% of their income that the rent is based on will have increased. I think there's a cap of how high your income can be before you're no longer eligible for this program, but I can't remember the limits.

okay this is good info. I think I may need to ask them directly because they are projecting income that we no longer receive and so the rent is a little higher then we anticipated.. so I’m wondering if there is a way to see what tier bracket we fall into

It states, "Income recertification is not required for all lottery buildings. But if your building is financed by a federal program (i.e., Low-Income Housing Tax Credit (LITHC) or HOME Investment Partnerships), chances are you will have to go through the process. If that is the case, each year, your building’s management company or the organization that financed your building will ask you to submit pay stubs, bank statements and other financial documents for review. Through this recertification process, you are also able to confirm or update the number of people in your household."

So what you'd need to know now is, is this building financed by the LITHC or Home IP federal programs. This is usually stated on the lottery announcement. I went to the housing lottery website to check the announcement and the link is broken, takes you to an error page :-/
