It's not so much a linguistic issue as it is an ethnic issue.

According to 2001 Ukrainian Census, the population of Crimea was 2,033,700.[30] The ethnic makeup was comprised the following self-reported groups: Russians: 58.32%; Ukrainians: 24.32%; Crimean Tatars: 12.1%; Belarusians: 1.44%; Tatars: 0.54%; Armenians: 0.43%; and Jews: 0.22%.[31]
Is it normal for "minority" ethnic groups to be a majority in any given country?

Which troops near the border of Ukraine you say? Can you show us? Are you talking about Ukrainian military?
Nato warns of Russian army build-up on Ukraine border

Of course, the reports are conflicting depending on the news source. For example, below is from RT:
Moscow: No troop build-up or undeclared military activity near Ukraine borders

Same issue. It's an unavoidable situation when one country transitions into the other.

Crimea could become a special economic zone, and for its development can create a separate federal program and a special development corporation. In this case, will be abolished property taxes on profits for the period of 49 years.

1 . You don't make laugh me when with Ukrainian "natsonalist" when in the world there is Putin: ) And it the only serious threat for the world now. And if Europe and the USA work slowly, it doesn't mean that they don't realize real real threat.
Besides nuclear safety of the world now under the threat: already 5 countries are included by the USA in the nuclear program for 2015. And it only began that that Putin did.
2 . Concerning cooperation of Europe and Russia - while I see only that there are a lot of projects (including production of military equipment) now "is frozen till "the best time".
And here cooperation of Ukraine and Europe only begins. I think that until the end of the year we will receive goods export without duties, and import of the European goods to Ukraine. It completely will force out the Russian goods I hope, many regions started boycotting them already now. In grocery supermarkets the Russian goods "are already marked" with special labels (a flag of Russia), and at your Lukoil gas station workers miss month.
At us already is supply of gas from Europe (about 15 billions cubes), and Russia has only about 30 billions cubes (it 5 times less than Gazprom planned), but you didn't understand it still.
Besides the gas transfer still goes to Europe through Ukraine generally and other project of a transfer still inconsistent and many years and expenses for end demand.
So Ukraine is necessary to Europe, and it is the fact. In spite of the fact that you in Russia so resist to it. And than you resist more, Ukraine is closer to those to EU.

Yes... it is a pity: )
And after all inhabitants of the Crimea so waited for the Ukrainian tourists this year: )
By the way Ukraine reduced deliveries of the electric power to the island to 50%.
The Crimea - same now Russia. In let also will take care of "the" territories.
I support this decision.
It is besides very favorable both to tourism of Europe and to tourism in other cities of Ukraine. Now all Ukrainians who had a rest in the Crimea earlier, will go to other cities of Ukraine and to Europe.

Yes, certainly: )
When "Svoboda" offered for Sevastopol the status "porto-franco", Russians only laughed at it. Now we will look at the alternative project of Russia. I look forward: )
