I don't know. Maybe things could have eased up a bit but now I read separatists shot down a helicopter. 9 are dead. Apparently some separatists have agreed to the cease fire but others haven't. Curious as to how Mr. Putin views this. From his intentions, he appears to want to 'create the conditions for this peace process'.
The question arises that a military helicopter did over Slavyansk during a truce?
But in general, the war goes on several levels. As far as I understand the situation:
1. Militias of civilians. They have weapons, but no military training. They constitute the majority of those killed. Among them, almost no volunteers from Russia, they were not allowed on the border. This is the main part of the troops.
2. Former military, their friends, including from Russia. Losses among them are also great. They obey the government the rebel republics and try to observe a truce.
3. Professionals and their friends, mercenaries (often not for money, but for friendship or for the idea), the secret services. They have their leadership and they not fighting with the Ukrainian army, if Ukrainian army do not gets up in their way. They fight with professionals from the Ukrainian army, organize caravans across the border, seize weapons to rebels. They shot down the helicopter (or rather they missed, but the pilot was scared and lost control helicopter). Among the dead general of the Ukrainian army and 4 man "equipment experts" (professionals). They were the target of the attack.

Rebels ready to cease fire under three conditions (Russian language):
1. Withdrawal of troops by 10 kilometers from the rebels posts. Unlocking the captured cities.
2. Cease all military flights over the territory.
3. Сessation of artillery shelling.

"Separatists" would agree to cease fire but ukrainian army uses it to regroup its troops, so "cessation of arms" looks like a trick.
The ultimate goal of the slavophile faction at that time was to destroy all minorities within the empire, especially in the "sensitive" areas which were Poland and Finland.
So why national minorities in Russia are happy enough right now and they are not destroyed? If you want to know Soviet authorities funded development of culture of minorities in USSR - literature, music, art.
Imagine what would happen when Strelkov says that the combatants are made up of 40% Russians... I don't believe **** what that weasel says... Heck, even he himself is Russian...
