It is good that you are thinking about these people. In Russia, these people usually do not attract the attention of other people. People have their own problems.

There isn't much that can be done for them, usually the types of institutions that offer them assistance have rules which includes no alcohol and no drugs they generally don't want to give that up. Supporting the institutions that offer them free meals is one way to help.

I was hoping some people who know a thing or 2 about Russia and the situation in general would sound off. FYI most of the people (Russians) here live in the west with the exception of Selena who lives in a cellar a lot of the time in Donetsk enjoying Kievs (read USAs) version of freedom and liberty.
