Russia will set up a full-scale military unit on the annexed peninsula of Crimea in response to "rising foreign military presence" next to Russia, Defense Minister Sergei Shoigu said Tuesday, Interfax news agency reported.
One of his ministry's key tasks now is to "deploy a full-scale and self-sufficient force grouping" in the Crimea region, Mr. Shoigu said.
The statement comes a day after the North Atlantic Treaty Organization began military exercises with troops from the U.S. and other NATO members near the city of Lviv in western Ukraine. The exercises had been slated to take place earlier but were delayed to Sept. 15-26 because of the turmoil in eastern Ukraine. The U.S. and NATO accuse Russia of deploying tens of thousands of troops along its border with Ukraine.

This often happens when people just translate from their native language to another, word for word.
But the gist is that Ukraine can go either way: splitting into 2 or 3 resulting in civil war, war with Russia, Sweden, Mongols, the Apaches, the Eskimos, or whomever the Ukrainians wish to blame for their troubles.
or, end to fighting, granting the East republic status, join EU and NATO, and live happily ever after.
Anyway....regarding the Duma, Rossiya passed a law noting that if one has two citizenships they must declare it or face penalties. Andrei Lugovoi, State Duma Deputy notes that having citizenship in two countries diminishes the importance of Russian citizenship.
He says,' in this case the Russian citizen is connected to another government and is forced to carry out his constitutional obligations to that other government'. No doubt under the current circumstances this law shakes Ukrainians up a bit. Nothing like using laws to shake up the old 'patriotism' tree.

There are many countries that do not allow dual citizenship, or does not recognize it. Ukraine recently proposed a bill to criminalize dual citizenship.
There are many people in the world, including here in the US, that do not believe in the dual citizenship concept, due to the exact reasons Mr. Lugovoi stated.
