Just because HYPOTHETICALLY speaking Ukrainians are allowed to apply for jobs in EU, that doesn't mean that jobs are out there for them, and particularly well-paying jobs.
( Did you ever ask yourself why so many Poles moved to UK to begin with, so that now they accept Ukrainians in Poland in droves?)

And do you understand that Germans don't have any "special quotas" or "affirmative action to hire Ukrainian engineers?

Why should they provide them with high-paying jobs, when they have their own applicants, that have advantage of... actually knowing German, at the.. ermm.. "natives level."
This is obviously ma'am. To minimize payroll costs.

You did not understand me. Salaries in the Russian Federation are only 30-50 percent more than in Ukraine. In Russia there is a lack of engineers and in Ukraine there is an oversupply. But Ukrainians now have an alternative in the countries of the European Union. And the matter is not even higher pay, but in a civilized and predictable society and culture of production.

While I can't say much regarding the first part of your sentence ( I can only judge by what I see on-line, and the problem seems to be relatively low salaries for engineers, and hence - an impression that there is not enough of them ( you can read it in Russian here.)
But overall, when it comes to the tech. labor market in Russia - I think that Maxim or Zimogor would know it better, since I kinda suspect they are BOTH from the tech. field.
And as far as Ukraine goes, from what I know ( yet again,) your industrial sector has been dismantled brick after brick for the last five years, after the "revolution" of 2014. You are striving to be the "agricultural super-power" now.
So yes, by now you'd have the "oversupply of the engineers."
And as far as the EU goes, by all means - go and try your luck finding an engineering job over there.

I suspect they will be going to Russia as things pick up there. Russia is growing slowly but the pace appears to be increasing. These engineers do have a future but I don't think it is in Ukraine at all. What we're seeing is the enslavment of a nation. Right out of the 3rd Reichs playbook called Plan Ost.

Does anything ( other than that) exist in Ukraine, particularly when it comes to engineering ?

But see, it was really NOT their plan.
It's not like the EU was really interested to mess with Ukraine, and you can see more and more their reluctance to proceed with it.
It was an AMERICAN plan in this case ( and that's why your gov. keeps on running for help and protection to the US, trying to involve them DIRECTLY in the conflict with Russia, instead of using your *country* as a proxy for this purpose.)
